Here is a summary of the actions taken by the council at the October 2022 meeting of the congregation council.  

A Home for Valerie 

The council discussed the following motion: (1) to authorize temporary housing for Valerie Roy and a “resource partner/family” through the Settled program, with housing to be co-located on our campus; (2) to authorize the transfer of up to $10,000 from the 9.002.05 Outdoor Worship (BASH) dedicated fund, with the express permission of the donors to that fund, for the purpose of upgrading electrical service as required.

Key points in the discussion were:

  • Last summer Pastor Peter responded to a request from the Roseville Police Department’s Homeless Liasson and offered our property as a safe location for Valerie to park her bus.
  • Valerie is on the waiting list for a tiny home in a new settlement but has no place to stay for the winter.  Her bus is not heated and is now in storage.
  • Settled, a nonprofit that has just opened a tiny home community near us, has a tiny home that could be placed on our grounds temporarily.  They also have a large RV to house a resource family to live in community with Valerie.
  • The major cost to Prince of Peace would be to provide electricity.  We have over $10,000 in an account dedicated to developing outdoor worship.  In addition to providing power for the temporary tiny home use, the electrical upgrade would increase our potential capacity for outdoor worship and parking lot lighting.

The motion was discussed with our affordable housing team, which offered the following statement of support:

The Affordable Housing Team supports providing temporary housing for Valerie Roy and a “resource partner/family” through the Settled program, with housing to be co-located on our campus. We understand that this is not in lieu of affordable housing for families with children, which we will continue to work on.

Although the consensus of the council was to move ahead with this project as soon as possible, we also felt that the motion should not be approved until our congregation knows more about it.  Therefore, the motion was tabled until the project is explained at the next worship service.

Property Updates

  • The roofing contractor has completed installation of the new roof at the budgeted cost.  Installation of the interior roof access is progressing as planned.
  • Planning to proceed with Lakes Area Discovery Center to develop child care is on hold pending further investigation of the cost of modifying our building to meet fire code requirements.  It now appears likely that the LADC program would require a sprinkler system through our facility.

Additional Technology Upgrades

Approved a motion to dedicate up to $2500 of undesignated memorial funds for staff to acquire additional hardware and software, enabling greater hybrid connectivity throughout the church facility. (There is a balance of $4410 in the account “9.003.00 Memorials Unnamed.”)
